ITHAKA – Design & Architecture has been selected as a finalist in the international competition for the development of the Arena Park territory in Samara.
The competition focuses on the transformation of the area surrounding the Samara Arena, a major legacy site of the 2018 FIFA World Cup, into a new urban district integrating residential, cultural, and public functions. The site, spanning approximately 360 hectares, represents one of the most significant large-scale redevelopment opportunities in the region.

Organized by the Samara Region Development Corporation with the support of regional and municipal authorities, and operated by the Agency for Strategic Development “CENTER,” the competition brought together leading international teams in architecture, urban planning, and design. Participants were tasked with proposing innovative and economically viable strategies for reimagining the territory as a vibrant, multifunctional urban environment.
The competition was structured in two stages, with an initial selection process leading to a shortlist of finalists invited to develop comprehensive masterplan proposals.
ITHAKA’s proposal for Arena Park explores the creation of a contemporary urban framework that balances density, accessibility, and environmental quality. The project envisions a layered public realm, integrating green spaces, pedestrian networks, and mixed-use programs to foster a dynamic and inclusive urban life. Particular attention is given to connectivity, both within the site and in relation to the wider city, positioning Arena Park as a key node in Samara’s future development.
Being named among the finalists highlights the studio’s ongoing engagement with large-scale urban strategies and international competitions, reinforcing its commitment to designing meaningful and forward-thinking environments.
